Salary: $62,286 - $81,471

Reports to: Director of Benefits and Employee Health Services (EHS)  

Bargaining Unit: Organization of School Administrators and Supervisors (OSAS)

In accordance with the Agreement between The Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced. 

Position Summary:

The FMLA/Leave Manager oversees and administers leave and disability accommodation requests, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and short-term or long-term disability plans in accordance with District policy. The FMLA/Leave Manager has a background in administering FMLA from end-to-end and uses excellent organization and communication skills to engage with employees and managers in a timely fashion at each stage of a leave, from initial request to return to work. The FMLA/Leave Manager has a background in facilitating timely and thorough employee accommodation requests in compliance with the ADA and state and local laws.  As a member of the Human Resources - Employee Health Services team, the FMLA/Leave Manager engages regularly with and assists other Human Resources team members as necessary and engages in regular data reviews to drive continuous improvement in the Employee Health Services department.

Minimum Qualifications: 

  • Bachelor’s degree required
  • Minimum of 2 years’ experience in a Human Resources generalist or specialist role directly overseeing the administration of FMLA and ADA requests required
  • Demonstrated proficiency in Office 365 applications required  
  • Demonstrated excellent oral and written communication skills required
  • Demonstrated exceptional organizational skills required  
  • Experience with PeopleSoft 9.0+ preferred 

Essential Functions:

  1. Remain current on the requirements of applicable federal laws including the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), as well as special leave provisions in local collective bargaining agreements.
  2. Use a standardized approach to assess Leave and ADA requests to ensure alignment with DPSCD policies, strategies, and core values. Ensure that ADA and FMLA determinations are made in accordance with state and federal guidelines to maintain compliance
  3. Communicate with employees regarding their requests for leave and/or accommodations. Ensure that employees are aware of their responsibilities and of any documentation and notice required to qualify for and take leave.
  4. Handle the FMLA leave administration process from the initial employee notification of the request for leave to the return to work, including gathering and completing all required documentation, determining eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, accounting for intermittent leave use, and notifying supervisors of status changes.
  5. Handle the disability accommodation process in compliance with the ADA, state and local laws, short-term or long-term disability plans, and in accordance with District policies, for employees and job applicants, including engaging with applicants and employees concerning requests for accommodations, and analyzing requests for accommodations, essential job functions, work restrictions, undue hardship, and leave extensions.  Timely and thoroughly engage in the interactive process.  Evaluate, recommend and assist with the timely implementation of effective reasonable accommodations.
  6. Maintain communication with employees and supervisors/managers to facilitate smooth and timely return to work. 
  7. Identify cases that may require additional review, discussion or investigation (including suspicions of potential fraud or leave abuse) and elevate them to appropriate parties for follow up, where applicable.
  8. Use designated District tools (including Office 365 and Peoplesoft) to maintain complete and accurate electronic records of leave and accommodation, and ensure that data related to requests for and provision of accommodations are tracked, in accordance with specified legal and District requirements.
  9. Maintain confidentiality and ensure compliance with HIPPA.
  10. Serve as a witness of fact, when appropriate, in specified grievance, mediation, arbitration and other administrative hearings and proceedings.
  11. Assist with the development and implementation of training for employees and managers regarding FMLA and ADA.
  12. Assist with the compilation and review of data specific to leave and ADA, including data related to the department’s Objectives and Key Results (OKRs). 
  13. Liaise with representatives from other Human Resources teams and assist teams with high-priority work, as needed.
  14. Provide superb customer service to all customers and stakeholders. 
  15. Serve on the Employee Leave and Accommodation Committee, including presenting and interpreting case summaries and facts to the Employee Leave and Accommodation Committee. 
  16. Serve as liaison between employee, family members, supervisor, doctor, Independent Medical Examination (IME) and other service providers and the District. 
  17. Recommend and implement improvements to policies and procedures to ensure utilization of best practices. 
  18. Fulfill other related duties and responsibilities as assigned or required. 

Security Clearance:  

Internal Applicants  

If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.  

External Applicants  

In alignment with Michigan law, if you are hired to fill a position, you will be required to submit to a Detroit Public Schools Community District criminal background check. Information regarding required background checks will be shared at point of hire.
