Salary: $70,000 - $95,000  

Reports to: Chief Health Officer

The Assistant Director of COVID Programming¿position is a grant-funded position and expected to remain for two (2) years. Upon expiration of grant funds you will receive 30 days notice and you may be eligible for another position within the District, the District may continue funding for the position, or the position may be eliminated.

Position Summary: 

The Assistant Director of Office of School Health and Wellness (OSHW) for COVID Programming will assist with the overall operational improvements of COVID-19 prevention, tracking, tracing and reporting requirements for DPSCD. The Assistant Director will collaborate with other key district departments to lead engagements that map current processes, design new solutions, test revised processes and systems, and codify best practices from other industries and organizations. The Assistant Director will also project manage new initiatives and process improvements that are core to the functional success of OSHW as a whole and supervise staff supporting those initiatives. 

Minimum Qualifications:

  • Bachelor’s Degree 

  • Master’s degree preferred  

  • Prior experience in public health and/or policy is strongly preferred, to ensure the individual can begin implementation immediately on “day 1”, previous knowledge of urban public health and school health issues. 

  • Minimum of four (4) years’ experience in formal project management, preferably within a post-secondary, K-12 or non-profit setting; at least two (2) years of experience working directly with executive-level leaders.  

  • Assistant Director will be required to split time between Central Office (Fisher Building), DPSCD school and office locations, and any other locations in the City of Detroit as needed. 

  • Experience conducting stakeholder engagement with a wide variety of audiences

Essential Functions:

  1. Set-up cadence of Project Management touchpoints with all relevant stakeholders including but not limited to:  Holding recurring, and possibly daily, one-on-one touchpoints with DPSCD stakeholders, the Detroit and other SE Michigan Health Departments, the State of MI Health Department 

  2. Attend internal/external collaborative meetings as necessary,  

  3. Supervise COVID-19 support staff  

  4. Design, and implement a comprehensive operational improvement plan including proven strategies that align with department goals and objectives 

  5. Lead in the design and launch of new initiatives and programs and contribute to the success of other new initiatives.

  6. Complete the required communications to relevant stakeholders when a COVID-19 case is reported. 

  7. Update all relevant dashboards, reports, websites and slide decks related to COVID-19. 

  8. Develop systems and tools to effectively and efficiently coordinate a districtwide COVID-19 testing program for employees and students on a voluntary (non-required) and ongoing basis. Student testing will require parental consent. This testing shall be free of cost to students and staff. The District will raise awareness around student testing through educational activities and publicity. 

  9. Coordinate the DPSCD initiative to explore and proactively communicate the rationale and purpose of a Districtwide random COVID-19 testing program throughout the school year.  

  10. Coordinate the development and implementation of COVID-19 prevention/safety/reporting communication protocols for all School Based Nurses. 

  11. Coordinate the development and implementation of COVID-19 Professional Development for School Based Nurses and relevant staff, with input from the OSHW and EHS. 

  12. Conduct research to surface best practices surrounding COVID-19  

  13. Assist with the tracking of short and long-term goals¿ 

  14. Supervise the codification of new business processes and liaise with other departments, including Information Technology and Data Services to design and test new systems and processes 

  15. Spearhead the operational components of various new initiatives within the Office of School Health and Wellness as it relates to COVID-19  

  16. Craft communication for internal and external stakeholders explaining core processes and procedures 

  17. Identify and build strong partnerships with community partners 

  18. Coordinate closely with the Employee Health Services (EHS) team, OSHW and relevant principals, cabinet members/designees and supervisors to identify individuals that may have been exposed while on DPSCD property and are recommended to quarantine.¿ This includes identifying all names and contact information for quarantined individuals, working with OSHW to inform these individuals on the requirement to quarantine for a certain amount of time, and ensuring the EHS and Payroll teams have all necessary information to ensure proper reporting and payroll coding 

  19. Provide support on initiative to provide students and families with a return to school health packet, including items specific to COVID (thermometers, masks, etc) 

  20. Work with OSHW team to investigate and implement an electronic health record system, allowing the district to track and coordinate student health issues, especially knowing that many of these issues have gone unaddressed due access barriers and challenges related to COVID. 

  21. Train staff on the essential functions of key OSHW COVID-19 systems and processes  

  22. Work collaboratively with other Office of School Health and Wellness teams to improve OSHW operations 

  23. Perform other duties as assigned by the Chief Health Officer related to the COVID-19 safety/prevention/reporting requirements. 

Security Clearance: 

Internal Applicants 

If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check. 

External Applicants 

In alignment with Michigan law, if you are hired to fill a position, you will be required to submit to a Detroit Public Schools Community District criminal background check. Information regarding required background checks will be shared at point of hire.
