Salary: $71,324.00 - $88,346.00

Reports to: Assistant Superintendent, ESE

In accordance with the Agreement between the Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced.

Position Summary

The Exceptional Student Education (ESE) Program Supervisor works under the direction of the ESE Assistant Superintendent to coordinate, monitor and evaluate the comprehensive continuum of services delivered across the district. In collaboration with District and community stakeholders, the ESE Program Supervisor will be responsible for collaborating with colleagues within the department to supervise all aspects of current projects, delivering new projects in line with the district’s strategic plan, and serve as a critical link between the ESE department and other internal/external departments. In addition, the ESE Program Supervisor serves as a direct resource to other District departments, District personnel, parents, and the community. 

Minimum Qualifications

  • A master’s degree or higher in Education or field related to special education
  • Valid full approval or endorsement in at least one area of special education from the Michigan Department of Education
  • Approved or is qualified for approval under Michigan Department of Education requirements for Supervisor of Special Education (full or temporary approval)
  • A minimum of five (5) years of successful certified teaching experience in special education or five (5) years successful employment in a related service support position 
  • Excellent interpersonal, verbal, and written communication skills
  • Experience organizing efforts to complete large, complex projects with key milestones, timelines and stakeholder engagement
  • Strong analytical and organizational skills; ability to delegate tasks, motivate colleagues and manage stakeholder priorities in a deadline-oriented environment
  • Proficient with Office365 applications
  • Knowledge of basic operations, services, and activities of special education programs
  • Experience and strong orientation toward urban school systems, preferred

Essential Functions

  1. Serve as a key resource for District staff, families, and students on day-to-day operations as they relate to student outcomes  
  2. Ability to independently seek out answers to questions and leverage network of resources for problem-solving
  3. Identify trends in school performance for students with exceptionalities based on data gathered across the department, and as compared to same age peers without exceptionalities 
  4. Interact with parents of students with exceptionalities for the purpose of defining and implementing services addressing the unique needs of each eligible student
  5. Participate in the design and coordination of professional development activities to inform and equip staff with knowledge and skills needed in special education programs
  6. Prepare quality documents and presentations on behalf of the department for a variety of audiences
  7. Edit/publish special education materials including ESE communications
  8. Obtain data and organize in meaningful manner for analysis, discussion, problem-solving
  9. Lead staff in the development and evaluation of ESE programs and services for continuous improvement, to ensure compliance with state and federal mandates, and the alignment of specialized instruction and assessment with District curriculum standards
  10. Monitor assigned programs and projects to ensure alignment with department and district objectives
  11. Assist with recruiting, recommending and assigning teachers and support aides in compliance with special education rules and regulations
  12. Prepare written documents for the purpose of responding to inquiries and conveying information
  13. Maintain appropriate student and program data to support the development, presentation and management of program budgets
  14. In collaboration with District personnel, develop and deliver parent and community trainings that promote cooperative and supportive working relationships to improve the outcomes of students with exceptionalities
  15. Review and recommend teaching/learning materials and supplies
  16. Participate in ongoing professional growth and development to remain current on researched based best practices
  17. Provide assistance with the investigation, resolution and implementation of corrective actions related to complaints, due process hearings and compliance monitoring
  18. Provide consultation to District leadership, ESE leadership team, principals, curriculum leaders and supervisors regarding program operations
  19. Demonstrate fiscal integrity and accountability
  20. Support, supervise and evaluate ESE staff as assigned
  21. Fulfill other duties and responsibilities as assigned by Assistant Superintendent of Exceptional Student Education or designee.
