Salary: $71,324.00 - $88,346.00

In accordance with the agreement between the Organization 0f School Administrators (OSAS) and the Board of Education of the School District of the City of Detroit, Table of Contents, Section 7.0 Promotions, the following vacancy is announced:

Position Summary:
The HR Manager of Non-Employees will oversee the process of onboarding and offboarding temporary staff, interns, contractors, and other non-employees in DPSCD. The HR Manager will engage in a wide range of HR functions, including workforce planning, data management and process improvement, training and support, and records maintenance. The HR Manager will work closely with representatives from partner organizations within the metropolitan Detroit area as well as with all central office divisions. The HR Manager will provide training and support on improved processes and systems that ensure smooth onboarding and offboarding of non-employees.

Position Funding:

This position is funded through Federal COVID Relief funding. The position will expire on June 30, 2023 and is not guaranteed to be funded beyond that date. Prior to the expiration of the funding, your employment with the District will be non-renewed unless you are offered a funded position for the following fiscal year. 

Minimum Qualifications:

  • Bachelor’s degree from an accredited college/university in business administration, human resources, public administration, management or related field required.
  • Master’s or other graduate degree preferred.
  • Minimum of five (5) years of verifiable experience providing human resources and/or organizational development consulting; including at least two (2) years of direct management experience.
  • Must demonstrate proficiency with the following computer software programs; Office365 applications and SharePoint, PeopleSoft HCM, Talemetry (or similar recruitment platforms), other Enterprise resource planning (ERP) system or other related software programs.
  • Demonstrated knowledge of multiple human resource disciplines, including talent recruitment, staffing, consulting and administrative services, and knowledge of federal and state employment laws.

Essential Functions

  1. Support the recruitment, onboarding and offboarding of non-employees.
  2. Liaise with the procurement and police departments to establish and document current practices related to onboarding non-employees, identify improvements and implement changes.
  3. Provide best-in-class customer service to internal and external constituents.
  4. Collaborate with Human Resources team on implementing new systems and processes for hiring, onboarding and offboarding of contractors.
  5. Ensure continuous improvement of systems and processes related to non-employee staff onboarding, offboarding and other transactions.
  6. Maintain up-to-date knowledge of policies and requirements around the local, state, and national requirements for the onboarding and use of temporary and contracted staff, as well as interns and externs.
  7. Work directly with offices, divisions and department to set expectations for the onboarding process, and follow through on organizational commitments, including:
    • Identifying staffing needs and refer potential candidates to departments.
    • Tracking and documenting data and follow up with hiring managers to ensure all vacancies are filled.
    • Providing support and training to hiring managers to select top-tier talent.
    • Providing logistical support to hiring managers on district deadlines, key dates, policies and requirements
    • Provide community partners and organizations with the DPSCD process for onboarding contractors.
  8. Leverage high yield recruiting resources (applicant tracking systems, job boards, online postings, communication and social media support, and other sources) that allow for identifying high quality candidates.
  9. Maintain relationships with non-employees to build a professional network for future candidate referrals.
  10. Proactively collaborate with colleagues in other DPSCD departments
  11. Proactively engage contacts in Human Resources, etc. when the contractor’s needs or questions require subject-matter expertise.
  12. Attend appropriate HR and business function staff meetings and present recruiting and hiring metrics.
  13. Perform other duties as assigned.

Security Clearance:

Internal Applicants

If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.

External Applicants

In alignment with Michigan law, if you are hired to fill a position, you will be required to submit to a Detroit Public Schools Community District criminal background check. Information regarding required background checks will be shared at point of hire.
