Salary: $71,324 - $88,346

Reports to: Director, Early Learning 

Bargaining Unit: OSAS

In accordance with the agreement between the Organization of School Administrators (O.S.A.S.) and the Board of Education of the School District of the City of Detroit, Article 6.4, Promotion Procedure, the following vacancy is announced.

Position Summary:

The Program Supervisor is responsible for maximizing participation in high quality early learning programs in DPSCD. The Supervisor partners with teams across the Office of Strategy and Academics, including Enrollment and Student Information Services, to ensure a seamless enrollment process for families and stellar compliance with requirements for operations and funding. This includes designing and implementing tight data quality procedures for the Early Learning team and school sites to ensure accurate reporting for state funding and partnering with MDE and ISD contacts to ensure DPSCD’s unique early learning context is appropriately supported in state reporting processes.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university
  • Five years professional experience, including two years in early learning administrative capacity.

Essential Functions:

  1. Vision & Strategy: Implement a coherent early learning enrollment strategy that aligns with the District’s broader vision for enrollment and drives progress toward objectives and key results for the department, including operational efficiency and service levels provided through the team.
  2. Processes & Procedures: In collaboration with other district teams, especially the Student Information and Enrollment teams, develop and implement standard operating procedures for business processes related to student enrollment, student information, data quality, and reporting (Performance Matters) as well as processes unique to the Early Learning context; continuously reflect on how systems and processes could be improved, and propose solutions to make the team more efficient and effective in their work.
  3. School Support: Partner with school program leaders and district teams to offer integrated support for schools that systematically addresses school needs related to early learning enrollment and compliance, including supporting student recruitment, transitioning, and the development of school procedures for enrollment, student information, and reporting.
  4. Professional Development: Work with team to support the design and delivery of professional development within area of responsibility; work with departments across the District to ensure coherence and focus in the PD program; gather and use quantitative and qualitative school, educator and student achievement data to inform the PD model, content and delivery methods. Maintain personal licensing and grant professional development requirements.
  5. Stakeholder Engagement: Proactively engage constituents, including families, school staff, and district staff to understand motivations and needs, problem solve through challenging issues, and arrive at productive solutions.
  6. Contracts and Partnerships: Proactively work with vendors to anticipate challenges and develop productive solutions; hold vendors and partners accountable for results.
  7. Compliance & Reporting: Ensure district compliance with all state and federal requirements within area of responsibility; forge and sustain partnerships with MDE and Wayne RESA to support DPSCD with on-time and compliant delivery of reporting.
  8. Anti-Racism Commitment: Demonstrate a commitment to antiracism, center racial equity and inclusion, and bring practical solutions to issues of equity and inclusion in schools and on the team.
  9. Fulfill other duties and responsibilities as assigned by the Director of Early Learning of Curriculum and Instruction.

Licensing and Regulatory Affairs (LARA) requires early childhood staff members to obtain fingerprinting through IDEMIA, the State of Michigan contracted vendor. Information regarding required background checks will be shared at point of hire.
