Job Summary

As a significant member and leader in the Payroll Department, the Assistant Director, Time Reporting Audit will responsible overseeing and managing activities related to ensuring the biweekly time reported by the locations is accurate and timely. The Assistant Director will also be responsible for auditing all additional payments to employees are accurate and in compliance with the District policy and within the guidelines of the collective bargaining unit agreements.


Qualifications

Education

·       Candidates must possess and provide evidence of a Bachelor’s degree (or higher) and full-time work experience with PeopleSoft Payroll processing and management/supervisory in an educational setting.

·       Candidate must possess and provide evidence of High School diploma or GED certificate, and extensive experience with PeopleSoft payroll processing and management/supervisory experience in an educational setting.

 

Essential Functions:

Under the direction of the Deputy Executive Director, the Assistant Director will:

  1. Organize and direct the activities involved in the collecting and processing of the biweekly reported time to ensure all employees are paid in an accurate and timely manner.
  2. Direct and participate in the preparation, maintenance, processing, auditing and reconciliation of manual and automated additional pay data, records and reports.
  3. Validate and certify the overpayment notifications.
  4. Ensure all payments comply with established laws, codes, regulations, district policies and procedures and in complaisance with the collective bargaining agreements.
  5. Utilize specialized knowledge and independent judgment to solve payment issues and concerns involving frequent and responsible public contact.
  6. Communicate effectively, both orally and in writing, to internal and external customers using District and department set standards to provide for accurate and timely responses to inquiries.
  7. Research issues resulting from both written and verbal inquiries utilizing multiple resources and systems and analyze discrepancies and process appropriate corrections
  8. Resolve problems and recommend solutions and process improvements
  9. Conduct follow up review to ensure that issues were resolved as intended within the specified timeframe.
  10. Maintain confidentiality of all personnel matters
  11. Route online pay concerns to the department best suited to handle the issue (i.e., Payroll, HR and/or Benefits).
  12. Develop and provide staff training in the use of technology, office systems, and procedures.
  13. Collaborate with Human Resources and Finance Departments to ensure that employees are paid correctly, charged to the proper accounts and validation of records is completed between the Human Resources, Payroll, and Finance Systems.
  14. Serve as a liaison between Payroll, Human Resources, Benefits and various other departments and personnel concerning District payroll functions
  15. Assist in providing information for collective bargaining agreements.
  16. Maintain a positive work atmosphere by acting and communicating in a manner that facilitates the successful resolution of all payroll questions, problems and concerns.
  17. Supervise, train and evaluate the performance of assigned personnel
  18. Interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; assist in screening applications, interviewing, and recommending candidates for employment within the payroll department.
  19. Represent the Payroll Director, when absent or as necessary, at meetings and committees
  20. Assist with various projects as needed.
  21. Attend and conduct a variety of meetings as assigned.
  22. Assist with unexpected/urgent situations as needed.
  23. Perform related duties as assigned.

Security Clearance:

Internal Applicants

If you are a current Detroit public schools employee, presently employed with the district, you do not have to submit a fee related to obtaining the Detroit public schools security clearance, unless your new role requires a different type of security clearance.

External Applicants

If you are hired to fill a vacant position, you will be required to submit a Detroit public schools security clearance. At point of offer to hire, you will be responsible for a non-refundable payment of $64.50 via Visa, Master Card, American Express, Discover Card, cashier's check, or money order, payable to the DPSCD Police Department. No personal checks or cash is accepted.
