Job Summary

As a significant member and leader in the Payroll Department, the Assistant Director, Payroll Processing and Financial Reporting is responsible processing or oversee the processing of accurate payroll for all DPSCD employees on a biweekly basis. The Assistant Director will also be responsible for auditing and reporting all the financial information related to third party payroll deductions.


Qualifications

Education

·       Candidates must possess and provide evidence of a Bachelor’s degree (or higher) and full-time work experience with PeopleSoft Payroll processing and management/supervisory in an educational setting.

·       Candidate must possess and provide evidence of High School diploma or GED certificate, and extensive experience with PeopleSoft payroll processing and management/supervisory experience in an educational setting.

·       Must have a minimum of 10 years of experience working in a complex payroll environment in a large school district and excellent working knowledge and experience with PeopleSoft HCM 9.2. 

·       Must have a minimum of 10 years of experience with managing and leading staff to excellent performance.

·       Must have an extensive experience in processing payroll, identifying and resolving payroll errors

·       Must have extensive experience with auditing payroll data and creating reconciliation reports.

·       Must have extensive knowledge of payroll tax laws, compliance, and regulations.

·       Ability to work effectively with senior-level staff.

·       Possession of excellent oral and written communication skills.

 

Essential Duties and Responsibilities

Under the direction of the Deputy Executive Director, the Assistant Director will:

  • Manage the payroll team to organize and execute the activities involved in the preparation and processing of District payrolls to assure all employees are paid in an accurate and timely manner.
  • Manage the preparation, maintenance, processing, auditing and reconciliation  of manual and automated payroll data, records and reports.
  • Manage the process to ensure the 3rd party deductions information is accurate and processed in time for the payroll.
  • Ensure payroll activities comply with established laws, codes, regulations, policies and procedures.
  • Develop and provide staff training in the use of technology, office systems, and procedures.
  • Utilize specialized knowledge and independent judgment to solve payroll issues and concerns involving frequent and responsible public contact.
  • Communicate effectively, both orally and in writing, to internal and external customers using District and department set standards to provide for accurate and timely responses to inquiries.
  • Research issues resulting from both written and verbal inquiries utilizing multiple resources and systems and analyze discrepancies and process appropriate corrections
  • Resolve problems and recommend solutions and process improvements
  • Conduct follow up review to ensure that issues were resolved as intended within the specified timeframe.
  • Maintain confidentiality of all personnel matters
  • Route online pay concerns to the department best suited to handle the issue (i.e., Payroll, HR and/or Benefits).
  • Collaborate with Human Resources and Finance Departments to ensure that employees are paid correctly, charged to the proper accounts and validation of records is completed between the Human Resources, Payroll, and Finance Systems.
  • Serve as a liaison between Payroll, Human Resources, Benefits and various other departments and personnel concerning District payroll functions
  • Assist in providing information for collective bargaining agreements.
  • Maintain a positive work atmosphere by acting and communicating in a manner that facilitates the successful resolution of all payroll questions, problems and concerns.
  • Supervise, train and evaluate the performance of assigned personnel
  • Interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; assist in screening applications, interviewing, and recommending candidates for employment within the payroll department.
  • Represent the Deputy Executive Director, when absent or as necessary, at meetings and committees
  • Assist with various projects as needed.
  • Attend and conduct a variety of meetings as assigned.
  • Assist with unexpected/urgent situations as needed.
  • Perform related duties as assigned.

 

Security Clearance:

Internal Applicants

If you are a current Detroit public schools employee, presently employed with the district, you do not have to submit a fee related to obtaining the Detroit public schools security clearance, unless your new role requires a different type of security clearance.

External Applicants

If you are hired to fill a vacant position, you will be required to submit a Detroit public schools security clearance. At point of offer to hire, you will be responsible for a non-refundable payment of $64.50 via Visa, Master Card, American Express, Discover Card, cashier's check, or money order, payable to the DPSCD Police Department. No personal checks or cash is accepted.
