Position Summary
The Executive Director of Compliance (“EDC”) is responsible for monitoring, training, reporting, and enforcement with respect to the district’s compliance with all federal and state civil rights laws and regulations applicable to the district (including, but not limited to the Elliot Larsen Civil Rights Act, Title II of the Americans with Disability Act, Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, IDEA, and Section 504 of the Rehabilitation Action).
The EDC is responsible for managing the district’s compliance with any civil rights contractual obligations that arise from governmental regulatory actions, including but not limited to actions taken by the United States Department of Education, Department of Justice, and Michigan Department of Education. The EDC will investigate all Title IX and Civil Rights complaints in alignment with local, state and federal guidelines. The EDC will serve as a resource and system of support for all district compliance personnel. The EDC will also serve as the District’s Civil Rights and Title IX Coordinator.
Minimum Qualifications
Master's degree in related field required.
Juris Doctor Degree (JD) preferred
Minimum of five (5) years’ experience as a legal or compliance professional responsible for the development, implementation and/or sustaining of an effective compliance program
Knowledge of federal and local education laws required
Demonstrated project management experience required
Experience working with a policy body (Board/Audit Committee) strongly preferred
Proven track record of collaborative compliance administration with senior leaders to achieve goals
Prior experience with legal/regulatory advice in a K-12 setting preferred
Experience with conducting compliance investigations
Demonstrated ability to present and communicate effectively with executive management, functional leaders, employees, and external partners
Superior drafting and communication skills required
Proficiency with Office 365 applications
Essential Functions
Maintain a working knowledge of the applicable laws, regulations and obligations and ensure that the district’s employees understand them as necessary for their job duties
Develop, manage and evaluate staff responsible for Title IX and Civil Rights investigations
Manage compliance projects, programs, and processes and reports progress to Superintendent and senior leadership
Provide regular reports to the Superintendent, Senior Leaders and Board of Education on the status of Title IX and Civil Rights complaints
Report any findings of a lack of compliance to the Superintendent and to others as directed, together with specific recommendations for resolving the lack of compliance
Continuously improve the process and systems used to intake and manage complaints.
Liaise with the Office of Human Resources, Office of General Counsel and other internal departments as needed when complaints overlap with other possible investigatory processes.
Responsible for clear communication of compliance policies; ensure that the policies and procedures are understood by all relevant parties, training is provided and policies are enforced consistently throughout the school District
Works with and develops strong relationships with the district’s principals and central office managers to provide guidance and support for the various internal departmental compliance programs
Lead compliance initiatives and activities, including regular meetings with stakeholder leadership, legal, and external sources (if applicable)
Represent the District externally as needed
Manage and enforce compliance regularly¿by evaluating and updating polices and researching best practices
Work with senior leaders and administrators to provide strong support for compliance programs
Prepare and deliver training and professional development for teammates and employees on district compliance initiatives and policies as appropriate; ensure that District offices are complying with state and federal laws and regulations
Assess and investigate civil rights complaints filed by employees, students and parents, after these individuals have gone through the established complaint process
Attend Board of Education meetings
Fulfill other duties and responsibilities as assigned
Security Clearance:
Internal Applicants
If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
