In accordance with the Agreement between the Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced.
Position Summary
The Exceptional Student Education (ESE) Supervisor works under the direction of the ESE Senior Director of Information System Management to coordinate, monitor and evaluate the comprehensive continuum of services at all levels. In collaboration with District and community stakeholders, the ESE Supervisor will ensure students with exceptionalities are placed in their least restrictive environment (LRE) and serve as a liaison between parents and schools to offer FAPE and ESE program placements.The ESE Supervisor will oversee the operations of PowerSchool Special Programs and Medicaid.
Minimum Qualifications
A master’s degree or higher in Education or field related to special education
Valid endorsement in at least one area of special education from the Michigan Department of Education
Approved, or is qualified for approval, under Michigan Department of Education requirements for Supervisor of Special Education (full or temporary approval)
A minimum of¿five (5) years of successful certified teaching experience in special education, three (3) of which must be at the level
Knowledge and understanding of Michigan Administrative Rules for Special Education and how it relates to the development, implementation and monitoring of ESE programs, services, procedures and processes ¿
Excellent communication skills, verbal and written
Proficient with basic computer skills and web-based systems
Demonstrated leadership skills in past assignments
Experience and strong orientation toward urban school systems, preferred
Essential Functions
Serves as a resource for District staff, families, and students.
Interacts with parents of students with exceptionalities for the purpose of defining and implementing services addressing the unique needs of eligible students.
Participates in the design and coordination of professional development activities to inform and equip staff with knowledge and skills needed in special education programs.
specialized instruction and assessment with District curriculum standards.
Assists with recruiting, recommending and assigning teachers and support aides.
Prepares written documents for the purpose of responding to inquiries and conveying information.
Maintains appropriate student and program data to support the development, presentation and management of program budgets.
In collaboration with District personnel, develops and delivers parent and community trainings that promote cooperative and supportive relationships to improve the outcomes of students with disabilities.
Participates in ongoing professional growth and development to remain current on researched based best practices.
Provides assistance with the investigation, resolution and implementation of corrective actions related to complaints, due process hearings, and compliance monitoring
Provides consultation to the ESE Leadership Team, principals, and other stakeholders regarding program operations.
Collaborates/Participates in weekly/monthly working sessions with PowerSchool support to discuss/determine/improve SP system/forms functionality.
Provides systems-based support to designated Cohort ESE Lead Administrators and supervisors.
Monitors/Expedites school-to-school, initial & out-of-district ESE enrollments.
Provide daily 1:1 support to ESE teachers, support staff, and administration on PowerSchool Special Programs system navigation
Develops needs-based resource tools for ESE teachers, administrators, and support staff.
Monitors/Processes Transfers of Students with Disabilities (SEE Placements).
Updates/Develops interdepartmental Hub and PowerSchool Special Programs based resources.
Monitors/Processes placements for annual promotions and retentions of students with exceptionalities.
Collaborates/Participates in weekly/monthly/quarterly working sessions with DPSCD Student Information Systems (SIS) and DPSCD Enrollment regarding district-wide enrollment/count processes/General Collection to improve/streamline quality, effectiveness and efficiency.
Manually updates staff and student ESE profiles and records in the PowerSchool Special Programs system.
Develops and Updates standard operating procedures to ensure alignment with state and federal mandates.
Supports state mandated requests regarding Medicaid compliance.
Performs other duties as assigned by supervisor or designee.
